I use the swiffer in between regular mopping, because it doesn't seem as clean. But, if you are trying to impress your husband with all of the work you did today, and want to add mopping to that list, then it totally counts.

(However, you never know when someone else may help you with the floor, so keep Mr. Clean and the bucket and scrub brush handy just in case you get lucky...)

uh, yeah! There is scrubbing the floor (down on the knees with a sponge) and mopping, what you do standing up. So I say it counts.
I have never scrubbed on my hands and knees. Does that mean my floor has never been clean?
